Because it really sucked the big one--lame characters, piss-poor acting, dull-as-wood storylines, and a thoroughly failed attempt to make it look 'retro' compared to TOS--and the non-existant ratings reflected that fact.
Even Joline Blalock in a catsuit couldn't save that sucker!!
