When you take into account what we are presented with onscreen (whether you agree or not) doesn't Janeway getting a lone ship through the Delta quadrant while fighting off enemies, still taking time to explore new worlds, and did it all with no federation and starfleet support make her the greatest captain starfleet has ever produced?
1) Janeway
2) Archer
3) Kirk
4) Picard
5) Sisko
I know a lot of people will gripe about this since there seems to be a lot of hate for Janeway, and yes there were some inconsistent things on the show, but in the universe of Trek she really did go where noone had gone before and performed above and beyond.
